The Programme Agreement has been signed “Environment, Adaptation to Climate Change
and Ecosystems” – RO-Environment, financed by the EEA Financial Mechanism 2014-
2019
On October 1, 2019, Romania, through the Ministry of European Funds, signed the Programme
Agreement “Environment, adaptation to climate change and ecosystems” (RO-Environment)
financed by the EEA Financial Mechanism 2014-2021.
The RO-Environment program has a budget of 23,529,412 Euro (of which 20,000,000 Euro EEA
grants and 3,529,412 Euro from the state budget) and will be implemented by the Ministry of
Environment, designated Programme Operator in partnership with the Norwegian Environment
Agency.
The Programme will fund projects that contribute to improving the state of the environment in
ecosystems and reducing the effects of pollution and other human activities.
Thus, activities will be funded aimed at:
a. improving the ecological status of habitats, by restoration of wetlands;
b. improving management capacity and addressing the risks posed by dangerous substances by
reducing contamination with hazardous substances;
c. increase the capacity of local authorities to reduce emissions and ensure better adaptation to
climate change, by developing and implementing climate change adaptation plans;
d. improving the content of geographical information for decision-makers in order to implement
and develop environmental policies, by producing a digital model and improving public access to
geographic information;
e. strengthening bilateral relations between entities in Romania and in Norway, Iceland and
Liechtenstein (study visits, workshops, technical meetings).
The RO-Environment Programme addresses, as eligible applicants, to the local public institutions
/ authorities and municipalities, environmental research institutions and NGOs.
