Study for the identification of areas vulnerable to high rainfall flows in Alba Iulia, financed through EEA / Norwegian grants
The municipality of Alba Iulia, together with the partner Alba Local Energy Agency (ALEA), is carrying out the project “Development of climate change adaptation and mitigation capacity within Alba Iulia Municipality” – CRESC Alba Iulia, funded under the Programme “Environment, Adaptation to Climate Change and Ecosystems” (RO-Environment), the domain ’’Implementation of climate change mitigation and adaptation plans in municipalities ”.
The Ministry of Environment, Waters and Forests is the Programme Operator for the “Environment, Climate Change and Ecosystems” – RO-Environment Programme, funded by the European Economic Area EEA Financial Mechanism 2014-2021.
As a result of global climate change, we are experiencing extreme weather events, manifested by prolonged periods of drought, followed by heavy rains. The described situation is also verified in Alba Iulia, in the last years. A concrete example of the situation is the one in which the sewage system does not cope with the excessive amounts of meteoric water, especially in the low areas of the municipality.
From the above, we understand the need to design and seek, based on sustainability principles, optimal solutions for collecting and evacuating rainwater.
Through the aforementioned project, the “Study on the identification of vulnerable areas to high rainwater flows at the level of Alba Iulia municipality” will be elaborated. The initiative is a first concrete action to reduce the effects of climate change that we are feeling more and more frequently and with increasing intensity.
The specialized study will be based on a quantitative analysis of data, as well as a qualitative analysis, in order to identify areas vulnerable to high rainfall in the Alba Iulia region. The specialists involved in conducting the study will also propose a set of concrete and coherent measures to improve the management capacity of rainwater collection in the identified problem areas.
“I believe that the study that will be carried out through the project will become a solid point of reference for correcting the known or less known problems of Alba Iulia municipality. CRESC Alba Iulia is one of the projects that address some vulnerabilities identified by the City Hall, and its solutions will be an integral part of a strategic document, with concrete measures for mitigation and adaptation to climate change. And in this way, we are grateful to the Donor States, Iceland, Liechtenstein and Norway, which also have the expertise but also the resources to support such initiatives in this field “, says Gabriel Pleșa, the mayor of Alba Iulia.
The study will be carried out by the ASSOCIATION INSTITUTE FOR RESEARCH IN CIRCULAR ECONOMY AND ENVIRONMENT “ERNEST LUPAN” (IRCEM), and the value of the contract is 127,600 lei.
The total value of the CRESC project is 607,938.00 lei, 100% non-refundable.
Duration of the CRESC project: until December 15, 2022.
The central result of the CRESC project will be the “Climate Change Mitigation and Adaptation Plan-PAASC”, for the period 2022-2030. The document will allow Alba Iulia Municipality to rigorously plan concrete actions for climate change mitigation and adaptation, in accordance with the national and international strategies in force.
