The Ministry of Environment, Waters and Forests, as Programme Operator for the “Environment, Climate Change Adaptation and Ecosystems” Programme (RO-Environment), funded by the EEA Financial Mechanism 2014-2021, organized the Launch conference and the presentation of the RO-Environment Programme in Suceava, between 12-15 December 2022.
The objective of the RO – Environment Programme is to improve the state of the environment in ecosystems and to reduce the adverse effects of pollution and other human activities, as well as mitigating and adapting to climate change.
During this event, the RO-Environment Programme financed by the EEA FM 2014-2021 was presented. The Programme Manager, Marisanda Pîrîianu, presented the contracting status and the state of absorption of European funds through the RO-Environment Programme. Projects were presented for the Programme area – Ecosystems and Biodiversity and Geographical Information, as well as good practice projects for the Programme area – Climate Change Mitigation and Adaptation.
On November 24, the Minister of Environment, Waters and Forests, Barna Tánczos, signed 6 financing contracts with the beneficiary administrative-territorial units, for the reduction of contamination with hazardous substances in temporary municipal storage sites and 7 contracts for the preparation of strategies and plans for adaptation to climate change, with a total value of over 62 million lei.
The conference on “Environment, Climate Change Adaptation and Ecosystems” Programme (RO-Environment) continued with a technical-financial workshop and a presentation session of the Programme and of the implementation team of the RO-Environment Programme within the Ministry of the Environment, Waters and Forests.
One day was dedicated to the training session for Project Promoters. This was an opportunity for the Programme Operator to present its requirements regarding the way in which Project Promoters carry out activities related to the expenses incurred – their verification and authorization, of purchases, the centralization and reporting of technical activities, their verification and authorization, requirements regarding communication and visibility materials – their verification and authorization, so that the implementation of the projects is done in a professional manner and in accordance with the provisions of the Regulation on the Implementation of the EEA FM 2014-2021.
“Both the sustainability of previous projects has been ensured and at the same time, the implementation and running of the new RO-Environment Programme, for which the Ministry of Environment, Waters and Forests is the Programme Operator. At the moment, the degree of contracting is somewhere around 99% at the Programme level, and, as I presented, all three programme areas, have striven to approach or exceed this coefficient, and for that, I thank you and my colleagues”, stated the Programme manager, Marisanda Pîrîianu.
The results obtained through the implementation of these projects will lead to the reduction of pollution with hazardous substances determined by the presence of non-compliant municipal storage sites, and also to the elaboration of strategic documents in the field of climate change in the area of the beneficiary administrative territorial units.
The event was attended by the Programme Manager, Marisanda Pîrîianu, the members of the implementation team of the RO-Environment Programme – the Ministry of Environment, Waters and Forests and by the Project Promoters from the beneficiary Administrative-Territorial Units, Municipalities/Research Institutes and central state structures.
