Regarding the Launch of the Project ’’Elaboration of the Plan for Mitigation and Adaptation to Climate Change in Tulcea Municipality’’

The Ministry of Environment, Waters and Forests is the Programme Operator for the “Environment, Climate Change Adaptation and Ecosystems Programme’’ (RO – Environment), the Small Grants Scheme ’’Development of mitigation and adaptation plans in municipalities’’ that is funded by the European Economic Area (EEA) Financial Mechanism 2014-2021.

On November 24, 2022, Tulcea Municipality signed, the non-refundable financing contract no. 25239/BT/24.11.2022 for the implementation of the project: ’’Elaboration of the Plan for Mitigation and Adaptation to Climate Change in Tulcea Municipality’’. The partner of Tulcea municipality in the development of the project is the Bucharest National Research and Development Institute for Environmental Protection, specialized in fundamental/applied research activities and technological development, in the field of engineering and environmental protection.

The total value of the project is 584,832 lei, of which 85% non-refundable eligible value from the EEA FM 497,107.20 lei, 15% non-refundable eligible value from the national budget 87,724.80 lei and the implementation period is November 24, 2022 – November 24, 2023.

The general objective of the project is the preparation of the climate change adaptation and mitigation plan for the municipality of Tulcea.

The specific objectives are as follows:

 

  • Informing and engaging stakeholders
  • An inventory of greenhouse gas emissions
  • Current and forecast climate analysis
  • Analysis of risks and vulnerabilities to climate change
  • Identification and description of the actions to complete the climate change adaptation and mitigation plan of the municipality of Tulcea.

 

Expected results of the project are related to national and EU policies in the field of climate change.

 

The main outputs will consist of vulnerability indicators and risk scores. The assessment of adaptation capacity will be carried out by assigning indicators from categories such as: access to services, governmental and institutional capacity, physical and environmental capacity, knowledge and innovation.
