Regarding the Launch of the Project ’’Green Oltenita – Elaboration of Mitigation and Adaptation Plans to Climate Change in Oltenita Municipality’’

The Ministry of Environment, Waters and Forests is the Programme Operator for the “Environment, Climate Change Adaptation and Ecosystems” Programme (RO-Environment), Small Grants Scheme ’’Development of mitigation and adaptation plans in municipalities’’ that is funded by the European Economic Area (EEA) Financial Mechanism 2014-2021.

On November 24, 2022, Oltenita municipality, signed the non-refundable financing contract no. 25236/135 for the implementation of the project: ’’Green Oltenita – Elaboration of Mitigation and Adaptation Plans to Climate Change in Oltenita Municipality’’.

The total value of the project is 569,440 lei, of which 85% non-refundable eligible value from the EEA FM 484,024 lei, 15% non-refundable eligible value from the national budget 85,416 lei, and the implementation period is November 24, 2022 – November 24, 2023.

The general objective of the investment is to increase the capacity of the Oltenita Municipality to face the challenges caused by climate change by integrating knowledge and increasing awareness at the level of the administration and the local community, thus reducing the adverse effects of pollution.

More precisely, the capacity to manage climate changes and their impact will be improved by developing strategies and plans for specific measures in the municipality of Oltenita.

The specific objectives are the following:


  • The development of a “Mitigation and Adaptation to Climate Change” strategy targeting the area of the Oltenița municipality and the peri-urban area;
  • Creating an investment diagram aimed at prioritizing the needs and necessities of the Oltenița municipality;
  • Carrying out an x-ray of the municipality and identifying the areas that require maximum attention in order to adapt the municipality’s infrastructure to climate change;
  • Raising awareness of the resident population, civil society, the economic environment, but also the Municipal Authority on the needs of the community in order to mitigate climate change;
  • Developing a strategy that can be widely replicated within other small and medium municipalities at national or European level.


The results of the project under implementation will lead to the development of a Climate Change Mitigation and Adaptation Plan for the municipality of Oltenita.
