CALL FOR PROPOSALS NO. 2 ‘Risk management measures to reduce contaminated temporary municipal landfills/ storage sites’
Through the call for ‘Risk management measures to reduce contaminated temporary municipal landfills/ storage sites’, the RO-Environment Programme aims to increase its capacity to manage/reduce/eliminate risks from hazardous substances and municipal waste.
The call for proposals (Call no. 2) is exclusively addressed to projects aiming at ‘Risk management measures to reduce contaminated temporary municipal landfills’, supporting the Ecosystems and Environmental component of the Programme, designed to address the needs and problems identified during consultations with stakeholder.
The key risks posed by temporary storage sites for municipal waste are: generating smell and dust, the spread of light waste (such as paper, plastic) by the wind, the penetration of rain water into the body of the temporary storage site for municipal waste, the discharge of leachate (which seeps through the body of the landfill) into groundwater, atmospheric emissions, occurrence of fires in the storage sites, damage to the surface vegetation layer due to storage space gas, deformations of the storage space body, with breakage of the embankment due to poor management, which may affect the environment in the vicinity of the storage site (soil, groundwater, odor, etc.), negative impact on the urban landscape, since the location of the storage site is usually within urban areas with ecological, social and economic consequences.
The results expected from this Call for projects relate to the closure of at least 2 temporary storage sites for municipal waste.
The implementation of the measures to close the temporary municipal waste storage sites will contribute to improving the management capacity and address risks arising from hazardous substances and to the achievement of key targets specific to the 7th environmental Action Program: protecting, preserving and enhancing the Union’s natural capital, transforming the Union into a green, resource-efficient and low-carbon economy, protecting Union citizens from environmental challenges and risks to health and well-being.
Thus, the “Ecosystems and Environment” component of the RO-Environment Programme, through the Call for projects ‘Risk management measures to reduce contaminated temporary municipal landfills/ storage sites’, is considered to be of high relevance to the objectives of the Programme.
Direct target groups are municipalities. Indirect beneficiaries are municipalities close to direct beneficiary municipalities as well as other local/regional authorities responsible for the management of temporary municipal waste storage sites.
STATUS: OPEN CALL (launch date 01.03.2021)
DEADLINE: 30.06.2021 at 5 pm.
ALLOCATED BUDGET: €5.000.000
PROJECT ALLOCATION RATE: 100% of total eligible project costs for authorities at local or regional level (municipal/county).
The project may be implemented in partnership with one or more entities from Romania and/or Donor States.
The financial allocation per funded project is between € 1.300.000 (minimum project value) and € 2.500.000 (maximum project value)
